The Office of the State Auditor collaborated with representatives of small cities and townships to develop and distribute the Small City and Town Accounting System (CTAS). The program is designed to maintain accounting records and assist in bookkeeping tasks. CTAS also facilitates the submission of financial records to the Office of the State Auditor.

The OSA no longer supports CTAS Version 7.

The current version of CTAS is CTAS 2019.

  • 2018 Tax Tables (Updated 1.12.2018)

    The IRS did not release the 2018 tax tables until January 2018 to have time to incorporate changes made by tax reform legislation enacted in late December 2017. In January the IRS published Notice 1036, which includes the 2018 Percentage Method Tables for Income Tax Withholding (tax tables). Information about Notice 1036 can be found on the IRS website by going to https://www.irs.gov/forms-pubs/about-notice-1036.     The IRS recommends employers implement the new tables as soon as possible, but no later than February 15, 2018. Until you implement the new tables, the IRS recommends you use the 2017 withholding tables.

    The updated 2018 tax tables are now available to be imported into CTAS. If you imported the 2018 tables to the program before 1:00 PM on January 12, 2018, you will need to import the updated 2018 Tax Tables (also known as 'Second Edition'). The updated tables will override the tables previously imported into your program.

  • Use the CTAS Program to Import Updated Tax Tables (available to users of all releases of CTAS Version 8 and users of CTAS 2017):

    Open the Payroll module. Select "Tax Tables" and click on the "Import from OSA website" button. You will see the message "Data already exists for selected year. Do you want to override?". Click "Yes".

    To confirm that you have the most current tax tables are correct, download the PDF file posted below and compare it to the 2018 Tax Table in your CTAS program.

  • Download an xml file of the Tax Tables to Import into CTAS (available to users of all releases of CTAS Version 8 and users of CTAS 2017):

    • CTAS Tax Tables for 2018 XML (zip, 1k). To import into CTAS, download this file to your desktop and "unzip" the file. Open the Payroll module in CTAS, select "Tax Tables" and click on the "Import from file" button.
